“3분의 1이 이중당적”… ‘F1’과 ‘A4’로 왜곡된 당원주권주의_我的网站

一 |     [당원주권의 역설] <상> 오염된 당원정치권에 당원주권 확대 바람이 불고 있다. 더불어민주당은 8·17 전당대회에서 사상 첫 1인1표제를 선보였고, 장동혁 국민의힘 대표는 ‘당원주권 2.0’ 시대를 표방하며 당협위원장 직선제를 공언했다. 그러나 민의를 대변해야 할 거대 양당의 당심 편중에 대한 우려도 터져나오고 있다. 목소리 큰 소수의 과대 평가를 막고 민심 조화 방안을 모색해야 한다는 지적이 나온다.                     “깜짝 놀랐습니다. 3분의 1 이상이 이중당적자였어요.” 과거 새누리당 소속으로 한 지역 시당위원장 선거에 출마한 60대 김모씨는 민주당 당원 명부를 비교적 쉽게 입수해 명단을 대조했던 경험을 털어놨다. 결과는 예상 밖이었다. 3명 중 1명꼴로 두 정당에 동시에 가입한 이중당적자였다. 그는 26일 국민일보에 “당원 명부는 마음만 먹으면 구할 수 있었다. 걸리지만 않으면 되는 분위기였다”며 당시를 회상했다. 지역 정치권에는 선거 때마다 당원을 끌어모으는 오래된 관행이 있다. 출마자가 조직력을 갖춘 이른바 ‘선거 빠꼼이’를 찾아가 “형님, 도와 달라”고 부탁하면 빠꼼이는 신규 당원 명단이 빼곡한 A4 용지를 내민다. 한 장보다 두 장, 두 장보다 열 장을 채우는 게 능력이자 조직력으로 통한다. 경선을 이기기 위해 일단 당원 수부터 늘리고 경우에 따라 당비까지 대신 내준다는 증언도 나왔다. 기존 당적 확인은 뒷전이다. 한 지역 정치인은 이를 ‘A4 민주주의’라고 불렀다. 당원 모집책을 뜻하는 ‘F1’이라는 은어도 쓰인다. 한 민주당 의원에 따르면 F1은 주로 지역 건설업자나 이장 등이 맡아 한 사람이 10~20명씩 당원을 끌어모은다. 곳곳의 인맥을 활용해 움직이는 일종의 하부 조직망인 셈이다. 현행 정당법은 한 사람이 두 개 이상 정당의 당원이 되는 것을 금지한다. 하지만 국민일보 취재를 종합하면 정치 현장에서는 지연·학연이나 사업 관계, 지인의 부탁 등으로 두 정당에 동시에 이름을 올리는 사례가 적지 않다는 증언이 쏟아졌다. 특히 인구가 적고 인맥으로 촘촘하게 얽힌 지역일수록 이런 현상이 두드러진다고 한다. 한 민주당 지역 도당위원장은 “작은 지역일수록 이중당적자가 정말 많다”며 “어느 정당을 지지해서라기보다 출마를 준비하는 사람이 인연이 있는 사람을 한꺼번에 입당시키는 과정에서 생긴다”고 말했다. 그는 이를 “양쪽에 보험을 드는 것과 비슷하다”고 표현했다. 본인이 이중당적자인 줄 모르는 경우도 있다. 한 정치권 관계자는 “10~15년 전 누군가 부탁해 입당원서를 써준 사실을 잊었다가 다른 당 공직선거에 출마하면서 과거 당적을 알게 되는 경우가 있다”고 전했다. 자영업자나 농어촌 고령층 등이 인간관계 때문에 여러 정당의 입당원서를 써주는 이른바 ‘생활밀착형’ 이중당적도 만연하다는 것이다. F1을 움직이는 핵심 축으로는 기초단체장이 꼽힌다.                      예산과 인사, 각종 인허가권을 가진 군수가 지역의 인적 네트워크를 활용해 세력을 구축할 수 있다는 것이다. 한 민주당 초선 의원은 “F1은 기본적으로 기초단체장이 부린다”며 “예산·인사·인허가권으로 F1을 심는 것”이라고 말했다. 민주당 지방 정가에서 ‘군수 전성시대’라는 말이 나오는 배경이다. 과거에는 국회의원을 겸하는 지역위원장이 공천과 조직을 사실상 장악했다면 당원 투표의 영향력이 커지면서 권리당원을 확보한 기초단체장의 힘이 세지고 있다. 한 민주당 호남권 의원은 “지방권력이 지역위원장에서 군수로 넘어가는 현상이 나타나고 있다”며 “국회의원은 예산·인사·인허가권이 없으니 선거 때면 군수에게 조직을 빌려야 하는 역설적인 처지가 된다”고 말했다.실제 지역위원장이 얼굴조차 몰랐던 인사가 군수 측 지원을 받아 기초의원으로 당선되는 일도 있다. 이 의원은 자신의 지역구에서도 비슷한 사례가 있었다며 “군수 덕분에 당선됐다고 생각하니 지역위원장은 무시하는 것”이라고 말했다. 지역위원장과 군수의 행사가 겹치면 지방의원들이 군수 행사로 향하는 경우도 있다고 했다. 문제는 당원 한 표의 힘이 커지면서 이 같은 조직 동원의 파급력도 커지고 있다는 점이다. 특히 인구가 적은 기초자치단체에서는 수백~수천명의 집단 가입만으로 경선 판도가 뒤집힐 수 있다. 한 민주당 의원은 “전당대회는 모집단이 150만명 정도지만 인구 4만~5만명인 지역은 마음먹고 3000명을 집어넣으면 결과가 바뀐다”며 “민의가 얼마든지 왜곡될 수 있는 구조”라고 말했다. 특정 종교단체의 집단 입당이 논란이 되는 것도 같은 맥락이다. 민주당 8·17 전당대회에서는 신천지의 정치 개입 의혹이 쟁점으로 떠올랐다. 김민석 당시 후보는 이들의 조직적인 당무 개입 가능성을 제기했고, 정청래 후보 측은 근거 없는 의혹으로 당과 당원을 공격해서는 안 된다며 맞섰다. 한 민주당 도당위원장은 “이제는 번복하기 어려운 1인1표제를 정상적으로 작동하게 하려면 이중당적을 정리하는 게 가장 시급하다”며 “신천지나 통일교처럼 전국에 교세가 퍼져 있는 종교단체의 집단 입당은 1000명 단위로 움직일 능력이 있기 때문에 결코 무시할 숫자가 아니다”고 지적했다. 선거를 전후해 권리당원이 급증했다가 빠져나가는 현상도 비일비재하다. 한 지역에서는 민주당 권리당원이 선거를 앞두고 한때 10만명에 육박했지만 이후 5만명 수준으로 반토막났다. 해당 지역 관계자는 “선거가 끝나고 다 또 탈당했다”며 “지인에게 부탁받아 가입했다가 선거가 끝나면 할 일을 다 했다고 생각하고 탈당하는 사람들이 있다”고 말했다. 이 가운데 상당수가 이중당적자일 가능성이 있다는 추정이다. 이중당적은 단순한 당내 기강 문제가 아니다. 헌법재판소는 2022년 정당의 정체성을 보존하고 정당 간 부당한 간섭을 막을 필요가 있다며 복수 당적 금지 조항을 합헌으로 판단했다. 정당법상 복수 당적자는 1년 이하 징역이나 100만원 이하 벌금에 처한다.。    Tamannaah Bhatia has built a long and diverse career across Tamil, Telugu and Hindi cinema, moving effortlessly between grand action dramas, emotional stories and light comedies.
